<P>PROBLEM TO BE SOLVED: To prevent the deterioration of the operation efficiency of a system by changing the setting of network equipment. <P>SOLUTION: A management server calculates a correlation coefficient between a set number executed to each network equipment as a management object and the load information of the communication of the network equipment. The management server specifies the network equipment whose load is inclined to rise on the basis of the calculated correlation coefficient and the load information of the processing of the network equipment.
