A method and device for short-delay resource management, and a wireless access network device are provided in the present invention. The method comprises: receiving, from the wireless access network device, a terminal identifier and parameter information of the first terminal requiring of a short delay; according to the parameter information of the first terminal and the corresponding relationship among at least one pre-established parameter information, short-delay resource identifiers and terminal identifiers, obtaining the first short-delay resource identifier matching to the first terminal; assigning the terminal identifier of the first terminal to the first short-delay resource group in which the first short-delay resource identifier is located, and updating the terminal identifier of the first terminal to the corresponding relationship among the parameter information corresponding to the first short-delay resource group, short-delay resource identifiers and the terminal identifiers to manage the first terminal to send data using the first short-delay resource. The embodiments of the present invention enable the management of the short-delay resource and improve the utilization efficiency of the short-delay resource effectively.
