The invention relates to a method and a device for static measurement of a pressure or of a liquid flow rate, under pressure or in flow, at atmospheric pressure. The device according to the invention comprises a receiver tube 1, fitted with a filter 2 and with an anti-splash plug 3, the said tube 1 emerging in the column 4 connected at its base to a transparent tube, the said transparent tube being surrounded by at least one calibrated scale 9 and being fitted with an outlet orifice 8, the said column 4 being connected at its upper part to the atmosphere through an orifice 5 and being closed at its lower end by a calibrated orifice 7.
