<P>PROBLEM TO BE SOLVED: To provide a paper roll holder for allowing a user to cut paper, which has been drawn out from a paper roll, with one hand. <P>SOLUTION: A holder body 4 stores freely rotatably paper rolls 3, where toilet paper 2 is wound in a roll shape, in a horizontal state, and is also provided with the drawing-out port 17 of the paper 3 in a horizontal state in the lower part of the front surface 5. A paper cut plate 18 for cutting the paper 2 drawn out from the paper roll 32 in the width direction is arranged in the lower part of the drawing-out port 17. The cross section of the paper cut plate 18 is formed to have a nearly triangular shape where the upper end 18A is tapered.
