The objective of the present invention is to provide a composition for a plug for a seismic structure capable of providing a plug for a seismic structure that improves damping performance in a low-strain region. Another objective of the present invention is to provide a method for manufacturing a composition for a plug with superior moldability. This composition for a plug for a seismic structure is characterized in containing an elastomer composition including, at the least, an elastomer component, a powder, and a high-hardness resin with D-hardness at least 30 greater than the elastomer composition. Also, this method for manufacturing the composition for a plug for a seismic structure is characterized by an elastomer composition manufacturing step for manufacturing the elastomer composition including, at the least, an elastomer component; and a kneading step for obtaining the composition for a plug by adding and kneading into the elastomer composition a powder and a high-hardness resin with D-hardness at least 30 greater than the elastomer composition, and maintaining during the kneading step a kneading temperature at or below the softening point of the hard resin.
