PURPOSE: A method for preparing composite powder containing a surface treatment layer is provided to remarkably improve an UV-protection effect. CONSTITUTION: A method for preparing composite powder containing a surface treatment layer of a UV-protection agent comprises a step of dry-mixing 100 parts by weight of powder with a hydroxy group at the end with 0.5-50 parts by weight of bis-ethylhexyloxy phenyl methoxyphenyl triazone. The method for further comprises a step of secondarily treating the surface-treated powder with a surface treating agent of alkyl silane, amino silane, epoxy silane, silicon oil, stearic acid, or a mixture thereof. A cosmetic composition contains the composite powder containing the surface treatment layer.
