<P>PROBLEM TO BE SOLVED: To increase a capacity of a payload which can be transmitted in the entire frame when a state of a reception electric field level is favorable. <P>SOLUTION: A modulation mode of an overhead region is switched according to a state of a reception electric field level. When the modulation mode of the overhead region is switched, payload data is multiplexed into the overhead region which is increased when switching is made to a multi-valued direction.
