<P>PROBLEM TO BE SOLVED: To provide a fixing device that prevents the occurrence of fixing failure even in a condition of reduced warm-up period and first print time and high operation speed of the device; has relatively small number of components, relatively good assemblability, relatively small number of restrictions on a layout and the shapes of components; and has a heating member that is not deformed by spring back, and to provide an image forming apparatus. <P>SOLUTION: A fixing device is provided with: a fixing member 26 that forms a nip part by press-contacting a pressing rotor 31 via a belt member 21; a heating member 22 that is fixed to face an inner peripheral surface of the belt member 21 to heat the belt member 21, and has an opening 22a at a position facing the pressing rotor 31; and a reinforcement member 23 that reinforces the fixing member 26.
