The present invention relates to an image processing device and method that enable reduction in the amount of memory used for orthogonal transform and reverse orthogonal transform. The disclosure of the present invention can be applied to an image processing device, and such disclosure includes the following: a horizontal one-dimensional reverse transform unit performs reverse orthogonal transform in a horizontal direction on an orthogonal transform coefficient in which image data was orthogonally transformed in a horizontal direction and a vertical direction; a bit width processing unit conducts clip processing to reduce the bit width of the coefficient that was obtained by the horizontal direction reverse orthogonal transform conducted by the horizontal one-dimensional reverse transform unit; a storage unit stores, as intermediate data, the coefficient for which bit width was reduced by the clip processing conducted by the bit width processing unit; and a vertical one-dimensional reverse transform unit reads the intermediate data stored in the storage unit line-by-line in the vertical direction and thereby conducts vertical direction reverse orthogonal transform on the intermediate data.
