<P>PROBLEM TO BE SOLVED: To provide: a plasma generator stably producing ozone, radicals or the like in gas and diffusing the produced ozone, radicals or the like in a liquid as minute air bubbles before they disappear; and a washing and cleaning apparatus or the like. <P>SOLUTION: In the plasma generator, a linear electrode 21 is arranged in a region 14 inside a cylindrical porous ceramic member 6, and a cylindrical electrode 22 is arranged on an outer side surface 6a of the porous ceramic member 6, the outer side surface facing a liquid. The cylindrical electrode 22 is formed to be brought into close contact with the outer side surface 6a of the porous ceramic member 6, the outer side surface facing the liquid. The cylindrical electrode 22 is also formed in a net-like shape so that a fine pore of the porous ceramic member 6 is not blocked.
