The purpose of the present invention is to provide a negative active material for a rechargeable lithium ion battery that can impart high capacity and high-speed charge and discharge to the rechargeable lithium ion battery. In this manufacturing method, a mixed material containing a mixture of anatase-type TiO2 and fluoric acid is heated at 70°C or more to yield titanium oxide fluoride (heating process). This mixed material contains over 2 mol of hydrogen fluoride (HF) per mol of the anatase-type TiO2. If the titanium oxide fluoride obtained by this manufacturing method is used as a negative active material for a rechargeable lithium ion battery, a rechargeable lithium ion battery for which high capacity and boost charge are possible will be obtained.
