<P>PROBLEM TO BE SOLVED: To provide an electroreduction water producing apparatus capable of providing water excelling in reducing power while maintaining pH to the neutral. <P>SOLUTION: The electroreduction water producing apparatus includes an electrolytic cell 22 for electrolyzing water supplied from an RO (reverse osmosis) filter 21 to obtain reduction water. The electrolytic cell includes a cathode 23, an anode 24, and a cation exchange resin 26 located between the cathode and the anode.
