<P>PROBLEM TO BE SOLVED: To estimate noise with high estimation accuracy even for the noise which unexpectedly varies. <P>SOLUTION: First noise estimation means (4) outputs a first estimated noise frequency characteristic indicating a noise frequency characteristic of noise included in input sound (6). Second noise estimation means (8) outputs a second estimated noise frequency characteristic of the noise specified by using prior information (12) on the noise relevant to the input sound as well as current information (10) to specify the noise.
