<P>PROBLEM TO BE SOLVED: To compatibly achieve the flow passage interruption function and the flow rate control function, and to favorably change the flow passage interruption function and the flow rate control function. <P>SOLUTION: This valve device includes: a single rotational driving source 56; a valve mechanism 53 having a ball valve 50 in which a valve element 74 is arranged in a flow passage 70, and a butterfly valve 52 in which a valve element 80 is arranged in a through hole 72 formed in the ball valve 50; and a changing mechanism 54 for changing the transmission of the rotational driving force from the rotational driving source 56 between the ball valve 50 and the butterfly valve 52. A butterfly valve stem 84 is coaxially arranged on the inside diameter side of a ball valve stem 76. A ball valve operating gear unit 90 is provided on an upper end of the ball valve stem 76.
