<P>PROBLEM TO BE SOLVED: To differentiate a short-cut by user in accordance with the applicable condition, the short-cuts provided to a user terminal relating to a certain place. <P>SOLUTION: A short-cut provision device performs the steps of: obtaining positional information from a specific terminal (S21); specifying the attribute of a short-cut list to be transmitted (S22); determining the constitution ratio between a first-group function (a function used on a specific terminal) and a second-group function (a function used on plural terminals) (S23); extracting each function in accordance with the ratio (S24, S25); generating a short-cut list for selecting the extracted functions (S26) to transmit the list (S27).
