<P>PROBLEM TO BE SOLVED: To provide a ladle refining apparatus capable of imparting a horizontal swirling component to a flow of molten steel in a ladle without using an elaborated apparatus, and to provide a ladle refining method using the same. <P>SOLUTION: In the ladle refining apparatus 1, a bottom-blowing plug 3 is arranged at a position away from the center O of a ladle bottom surface 1a.
