PURPOSE: A composite radiation substrate and a manufacturing method thereof are provided to improve heat radiation property by increasing interface combination between a ceramic layer and a metal layer. CONSTITUTION: A first ceramic layer(10) has an insulation property. A second ceramic layer(20) has a porous structure. The density of the first ceramic layer is greater than the density of the second ceramic layer. A metal layer(30) is impregnated in a plurality of pores(21) formed on the second ceramic layer. The thermal conductivity of metal included in a metal layer is 50 W/mk or greater.
