PROBLEM TO BE SOLVED: To prevent reduction of pressure withstanding ability and mechanical deterioration in an electrode plate of a secondary battery and to reduce charging time.

SOLUTION: A battery charger 10 that charges a secondary battery includes: a first output section 11 for outputting a first voltage reaching a predetermined voltage value; a second output section 11 for outputting a second voltage reaching a voltage value different from the predetermined voltage value; a third output section 16 for outputting as a third voltage a voltage reaching a predetermined frequency; and a charge control section 17 that inputs the first voltage and the second voltage and selects alternately one of them, and synthesizes the selected first voltage with the third voltage and/or synthesizes the selected second voltage with the third voltage, thereby providing the resultant voltage as a charging voltage to the secondary battery.
