<P>PROBLEM TO BE SOLVED: To enable some other device related to the target device subject to control to be also exclusively controlled. <P>SOLUTION: A history information storage unit 170A, upon receiving a notification of change in operating status from a device DVC to be controlled, stores history information having a changed time of day and change information correlated to each other in a history table 172. A related information storage unit 170B refers to the history information in the history table 172 to extract candidates for a related device whose operating status will change in conjunction with the device DVC which was notified to have changed, and stores related information having information on the device DVC and information on the related device correlated to each other in a change table 174. A device lock unit 170C, upon receiving a lock command for exclusively controlling devices, updates a lock table 176.
