PURPOSE: An apparatus and method for transmitting control information for controlling inter- heterogeneous cell interference in a wireless communication system are provided to generate a scheduling offset by analyzing an ABS pattern. CONSTITUTION: A signal receiving part(1405) receives a subframe pattern based on TDM. A system information generating part(1410) generates separation information which informs a separated distance from a first subframe to a second subframe based on the ABS pattern. A down link control information generating part(1415) generates down link control information including a scheduling offset directing the separated distance. A signal transmission part(1425) transmits the down link control information in the first subframe. The signal transmission part transmits a paging message or system information in the second sub frame.
