Provided is a polyether compound including an average of 5-200 oxirane monomer units per molecule, the polyether compound being characterized in that the oxirane monomer units have a cationic group and a cross-linking group therein. Further provided is a cross-linking composition containing the polyether compound and a cross-linking agent capable of cross-linking the polyether compound and the cross-linking group.
