<P>PROBLEM TO BE SOLVED: To provide a measuring device, a measuring method, and a measuring program for measuring a flicker perception threshold in a short time. <P>SOLUTION: This measuring method includes steps for: presenting flickering stimulus at a fixed frequency by changing a contrast from a start value A<SB POS="POST">i</SB>at a gradient c<SB POS="POST">i</SB>; repeating a process a plurality of times with the flickering stimulus presented, for determining a contrast value as a temporary threshold R<SB POS="POST">i</SB>when a subject perceives the flicker and operates an operation part; determining a value obtained by adding the temporary threshold R<SB POS="POST">i</SB>to a product of the gradient ci and a predetermined time TB, as a start value A<SB POS="POST">i+1</SB>in a next measuring period; presenting the flickering stimulus using the start value A<SB POS="POST">i+1</SB>and a gradient c<SB POS="POST">i+1</SB>that is smaller than the gradient c<SB POS="POST">i</SB>used in a previous measuring period; and determining the flicker perception threshold of the subject using a plurality of temporary thresholds obtained.
