A communication control circuit (20) has serializer/deserializers (SerDes) (21, 22) that transmit data to other communication control circuit. Furthermore, the communication control circuit (20) monitors a quantity of data to be transmitted by the SerDes (21, 22), and corresponding to the data quantity thus monitored, the communication control circuit determines whether to transit the state of a SerDes (22) to a power-saving state wherein power consumption is small. In the cases where the communication control circuit (20) determined that the state of the SerDes (22) is to be transited to the power-saving state, the communication control circuit controls the state of the SerDes (22) to be transited to the power-saving state.
