<P>PROBLEM TO BE SOLVED: To provide a developing device that is supplied with developer by a developer supply device, and can prevent developer from scattering from a part where the developing device is connected with the developer supply device, and to provide a process cartridge and an image forming apparatus that have the developing device. <P>SOLUTION: The developing device 5 is installed in the image forming apparatus, and thereby connects to a toner supply device serving as the developer supply device and is supplied with toner by the toner supply device. The developing device 5 is formed separately from the upper casing and a lower casing 50, which are developing casing forming the main body of the developing device 5. The developing device 5 has a developer receiving member 60 connecting to the toner supply device. The developer receiving member 60 is attached to the lower casing 50 via a cushion member 63 serving as an elastic member. The developer receiving member 60 is displaced relative to the developing casing by deformation of the cushion member 63.
