<p><P>PROBLEM TO BE SOLVED: To obtain excellent reception characteristics even when a transmission spectrum having high power and a transmission spectrum having low power coexist. <P>SOLUTION: A radio communication apparatus, which performs transmission by converting transmission data from a time-domain signal to a frequency-domain signal and assigning a spectrum of the converted signal to a sub-carrier, includes: a rearrangement determination section 104 for calculating power that each spectrum of a signal converted into the frequency-domain signal has, and determining rearrangement information of the spectrum while taking into account the calculated power of each spectrum and a propagation path state; and a spectrum interleave section 105 for interleaving the spectrum based on the rearrangement information determined by the rearrangement determination section 104.
