<P>PROBLEM TO BE SOLVED: To obtain an apparatus for cutting a material to be cut that can suppress cracks and fluff (fluffing) generated in the vicinity of a cut edge of a coating layer when cutting, and to obtain a device and method for manufacturing an inkjet paper. <P>SOLUTION: A relative position relationship between an upper blade 30 and a lower blade 36 is configured so that the upper blade 30 cuts an inkjet paper 11 whose ink absorbing layer 28 is supported on an outer periphery of the lower blade 36. The inkjet paper 11 can be stably cut by the upper blade 30 when the upper blade 30 cuts the inkjet paper 11 while the ink absorbing layer 28 is supported on (wound around) the outer periphery of the lower blade 36.
