A flocculation treatment apparatus (1) which is provided with: a flocculation treatment apparatus main body (20) that comprises a cylindrical flocculation tank into which water to be processed is introduced, a feed port for water to be processed through which the water to be processed is introduced into the flocculation tank in a tangential direction so as to create a swirling flow, and a discharge port for water to be processed through which the water to be processed is discharged in a tangential direction; a first valve (34) which is provided in the upstream of the feed port for water to be processed and the opening degree of which is variable; and a first valve flow rate adjusting means which is capable of adjusting the flow rate of the water to be processed passing through the first valve (34) independently from the changes of the flow rate of the water to be processed passing through the first valve (34) caused by changing the opening degree of the first valve (34).
