<P>PROBLEM TO BE SOLVED: To provide an electrolyte composition which can prevent ion conductivity from lowering even if a lithium salt is added and has excellent flame retardancy. <P>SOLUTION: An electrolyte composition comprises the following components A and B. (A) is a polymer compound comprising: a repeating unit derived from a monofunctional (meth)acrylate, a saturated carboxylic acid vinyl ester or an alkyl vinyl ether which may be substituted by a hydroxyl group; and a repeating unit derived from a polyfunctional (meth)acrylate and (B) is a compound represented by the following formula (1).
