<P>PROBLEM TO BE SOLVED: To provide a cooling device of an electrical apparatus that can be down-sized while achieving excellent cooling efficiency. <P>SOLUTION: The cooling device 20 of a power control unit comprises a PCU case 24 to be filled with an electrically insulating cooling medium, a passage formation plate 30, a heater element 36, and a radiator 26 provided in the PCU case 24. The passage formation plate 30 has a plurality of partition walls 31 for rectifying arranged in the vertical direction while spaced apart from each other. The passage formation plate 30 forms a circulation passage 40 for circulating the cooling medium in the PCU case 24. The heater elements 36 are mounted on the plurality of partition walls 31 for rectifying, and arranged in the circulation passage 40.
