PURPOSE: An apparatus and method for controlling interference by exchanging information between base stations are provided to adaptively control the downlink transmission power level of a terminal according to the distribution of users in real time. CONSTITUTION: A serving base station acquires information for average values of yield loss rates in terminals of adjacent base station according to the downlink power level rise of the serving base station(505). The serving base station determines the sum of yield loss rates from all BSs(Base Stations)(507). The serving base station determines the yield gain of serving terminals according to the downlink power level rise(513). The serving base station compares the yield gain rates of the serving terminal with the yield loss rates of the all adjacent base stations(517). The serving base station determines the uplink and downlink of a power level for each serving terminal(519).
