<p><P>PROBLEM TO BE SOLVED: To provide a seat belt twist determining device for detecting any twist of a seat belt, and a belt retracting force control device having the same. <P>SOLUTION: A picked-up image of a seat belt 34 attached to a driver D is input, and a pair of straight components E, F attributable to both ends 34a, 34b extending in the longitudinal direction of the seat belt 34 are acquired based on the input picked-up image. An intersection P of the acquired pair of straight components E, F is detected, and the twisted state of the seat belt 34 is determined based on the position of the intersection P. The intersection of the pair of straight components E, F attributable to both ends 34a, 34b extending in the longitudinal direction of the seat belt 34 is located at the position different between when the seat belt 34 is twisted, and when the seat belt 34 is not twisted.
