<P>PROBLEM TO BE SOLVED: To provide a video encoder and a video decorder capable of enhancing the information compression efficiency of encoding and decoding. <P>SOLUTION: The video encoder 10 comprises a motion vector prediction unit which predicts an optimum prediction motion vector after correction by performing correction for scaling the motion vectors 751a, 751b, 751c of adjacent blocks with reference to a target reference frame image 702 based on the temporal relationship or the time information of adjacent reference frame images 703a, 703b, 703c which are referenced in order to detect the motion vector of blocks adjacent to an encoded block, the target reference frame image 702 which is referenced in order to detect the motion vector of a target block, and a target frame image 701, i.e. the frame image to be encoded, and determination of an optimum prediction motion vector based on the motion vector of an adjacent block. <P>COPYRIGHT: (C)2012,JPO&INPIT |
