<P>PROBLEM TO BE SOLVED: To provide a method for manufacturing a liquid crystal Fresnel lens and the liquid crystal Fresnel lens, by which a shape of an optical structure having desired lens power can be determined by appropriately understanding a refractive index of a liquid crystal. <P>SOLUTION: The method for manufacturing a liquid crystal Fresnel lens (100)comprising a liquid crystal layer (130) disposed between transparent substrates where a Fresnel lens structure (116) is laid and transparent electrodes (115, 125) for applying a voltage to the liquid crystal layer includes the following steps: acquiring a first average refractive index of the liquid crystal layer during one of not applying a voltage or applying a voltage; determining a material so as to obtain the refractive index of the Fresnel lens structure to be equal to the first average refractive index; acquiring a second average refractive index of the liquid crystal layer during the other of not applying a voltage or applying a voltage; and determining the shape of the Fresnel lens structure based on the first and second average refractive indices.
