PROBLEM TO BE SOLVED: To enable intruder detection with reduced false report and missing report by cooperation of an image sensor and a space monitoring sensor. SOLUTION: A detection processing unit 14 as the space monitoring sensor detects an infrared ray from a monitoring region to output a detection signal. A moving body extraction processing means 15a extracts a moving region where a change occurs from a background based on a photographed image in the monitoring region by the image sensor. A human body determination processing means 15b determines whether the extracted moving body region satisfies a human body criterion. A non-human body determination processing means 15c determines whether the extracted moving body region satisfies a non-human body criterion. An integrated determination unit 16 determines the presence of an intruder when the detection signal is not less than the criterion value Th1 if the moving body region satisfies the human body criterion, and does not satisfy the non-human body criterion; and also determines the presence of an intruder when the detection signal is not less than the criterion value Th2 (>Th1) if the moving body region satisfies the human body criterion, and satisfies the non-human body criterion.
