<P>PROBLEM TO BE SOLVED: To provide information matching preference of a user while reducing an input operation by the user. <P>SOLUTION: An operation history acquisition section 43a acquires a history of an operation by a user of an on-vehicle device, and a preference determination section 43b determines preference of the user based on the history of the operation acquired by the operation history acquisition section 43a.
