PURPOSE: A femto cell base station and handover method thereof are provided to accurately execute handover by controlling the possibility of hard handover. CONSTITUTION: A measurement control message is provided to a terminal in order to include searching results related to an active set base stations and a monitored set base station. The searching result is received according to an event received from the terminal(S203). A state for handover is determined based on the searching result(S205). When accumulated numbers are more than standard numbers, handover between frequencies is executed for the terminal.
