PURPOSE: A service providing system using SVC in a mobile communication system is provided to safely provide MBS(multicast and broadcast service) for users under wireless environment and to enhance data processing performance. CONSTITUTION: A service providing system comprises: a mobile terminal device(100) for periodically transferring quality information of MBS(multicast and broadcast service) channel; a broadcasting server(130) for receiving video coding-relating control information; and a relay unit(110,120) using quality information of MBS channel of a plurality of mobile devices. The relay unit determines representative state value.
