<P>PROBLEM TO BE SOLVED: To solve such a problem that it is difficult to increase the generation amount of ion and ozone by enhancing discharge efficiency while suppressing sticking of a nitrate salt and NOx to a protective layer surface. <P>SOLUTION: In a discharge element 1, a region formed on a discharge electrode 5 in a protective layer 9 has a thickness corresponding to a distribution of a flow rate of a fluid flowing on the protective layer 9, so that generation of a nitrate salt and NOx is suppressed and sticking of the nitrate salt and NOx to a protective layer surface is suppressed.
