<P>PROBLEM TO BE SOLVED: To execute deblocking filter processing even when parallely executing encoding processing, and reduce a processing delay in parallely executing the encoding processing. <P>SOLUTION: An H.264/AVC video encoding device comprises: plural image encoding units that, when dividing an image into plural slices and encoding them, divide deblocking filter processing into first filter processing including deblocking filter processing of a boundary edge between mutually adjacent slices and second filter processing as deblocking filter processing other than the first filter processing, and can parallely execute at least the second filter processing; and at least one variable length encoding unit that performs variable length encoding on data generated by the image encoding units. An image encoding unit has a filter unit for executing the second filter processing.
