PROBLEM TO BE SOLVED: To provide a charging member of an electrophotographic apparatus which suppresses the occurrence of a streaked image and a difference in image density between different environments, and a process cartridge and an electrophotographic apparatus having the same.

SOLUTION: A rubber elastic layer of a charging member coming into contact with an electrophotographic photoreceptor contains a compound having a siloxane dendrimer structure in a vinyl group or the side chain of a vinyl polymer.
