<P>PROBLEM TO BE SOLVED: To obtain a threshold capable of achieving both soundness of a positioning system and continuity of the positioning system in a threshold determination device which determines the threshold for selecting a GPS satellite, using the ephemeris data transmitted from the GPS satellite for positioning, from a plurality of GPS satellites. <P>SOLUTION: A threshold determination part determines the threshold for selecting the GPS satellite based on the set maximum permissible detecting failure probability and the maximum permissible false alarm probability.
