PURPOSE: A power-up signal generating device is provided to generate a power-up signal of a stable level by removing a noise included in a power voltage and a ground voltage. CONSTITUTION: A first noise removing unit(11) removes a noise included in a power voltage and outputs a constant power voltage. A power-up signal generating unit(13) detects a level of the constant power voltage and outputs the detected result as a power-up signal. A voltage distributing unit generates a distribution voltage by distributing the constant power voltage or constant ground voltage. A level detecting unit(15) detects the level of the distribution voltage and outputs the detected result as a detection signal. A buffer unit buffers the detection signal and outputs the buffered result as the power-up signal.
