Based on a total result, a midnight operation rate preset for promoting equalization of used quantities of electricity during day and night, and the number of the hot water storage type water heaters 150, the maximum heating heat quantity allowable in each hot water storage type water heater 150 in a preset period is calculated. The calculated allowable maximum heating heat quantity and the received used heat quantity of the day are compared for each hot water storage type water heater 150. When the allowable maximum heating heat quantity is equal to or more than the used heat quantity of the day, the used heat quantity of the day is regarded as a heat quantity to be heated. When it is less than the used heat quantity of the day, the allowable maximum heating heat quantity is regarded as the heat quantity to be heated.
