PURPOSE: A delineator and a median strip therewith are provided to reduce the possibility of accidents by enabling a driver to easily recognize the delineator even in the night. CONSTITUTION: A delineator comprises a fixing unit(100) and a retro-reflection unit(200). The fixing unit is formed in a shaft shape and is fixed to a medial strip installed on a road. The retro-reflection unit is formed in a radial shape and is rotatably connected to the fixing unit. The retro-reflection unit comprises a rotation unit(210) and two or more retro-reflection plates(220). The rotation unit is rotatably connected to the fixing unit. The retro-reflection plates are radially fixed to the rotation unit.
