<P>PROBLEM TO BE SOLVED: To provide a foot massager capable of applying a twisting massage to the ankles and calves of a subject to be treated, and to provide a massage machine. <P>SOLUTION: In the foot massager, a pair of right and left units 40 and 40 for the calves, which applies the massage to the calves of the subject to be treated, is provided on the back end side of a unit 20 for feet, which applies the massage to the feet of the subject to be treated; the unit 20 for the feet includes a pair of right and left recesses 22 and 22 for the feet, into which the feet of the subject to be treated are to be inserted; airbags 30 and 30 for the feet are provided on the lateral surfaces 24 and 24 of the recesses 22 and 22 for the feet, respectively; the units 40 and 40 for the calves are provided with recesses 42 and 42 for the calves, into which the calves of the subject to be treated are to be inserted, respectively; and airbags 50 and 50 for the calves are provided on the lateral surfaces 44 and 44 of the recesses 42 and 42 for the calves, respectively.
