Provided is a communication terminal that can determine cluster organization so that a subscriber terminal can be promptly added while maintaining the quality of a stream relay path. A cluster observation terminal (430), which determines cluster organization in a network that performs packet transfer by terminal relay type multi-point transmission, comprises a cluster quality calculation unit (432) for obtaining, for each cluster, cluster quality indicating the small degree of loss of packets to be received, a cluster sustainability calculation unit (433) for obtaining, for each cluster, cluster sustainability indicating the ease of accepting subscriber terminals, a cluster division/consolidation analysis unit (434) for determining that clusters having low cluster quality are to be divided, and for determining that clusters having high cluster quality as well as low cluster sustainability are to be consolidated with other clusters.
