PURPOSE: A tunnel unexcavation construction method and a tunnel structure are provided to reduce construction costs by recycling the cut part of a steel pipe. CONSTITUTION: A tunnel unexcavation construction method is as follows. The vertical excavation is performed after file installation. A repulsive beam is established within a temporary facility-structure after mounting foundation by pouring concrete on the floor. A steel pipe(100) is in pressed in underground. The inside of the steel pipe pressed in the ground is excavated. A steel pipe loop structure(150) is formed by pressing the steel pipe in a traverse direction.
