This system (1) for controlling a nuclear power plant is provided with: a control button (21) that receives an operation for controlling a device (40) to be controlled; a notification lamp (12) that notifies that a control signal corresponding to the operation that the control button (21) received has been transmitted to a predetermined position on a pathway connecting from an operator panel (20) to the device (40) to be controlled; and a control signal stopping unit (33) that, in accordance with an operation that a test permission button (11) receives and partway along the path from the predetermined position to the device (40) to be controlled, stops the control signal from reaching the device (40) to be controlled.
