<P>PROBLEM TO BE SOLVED: To realize a shortened construction period and stabilization of construction accuracy. <P>SOLUTION: A base frame for a solar cell panel comprises a leveling concrete 2 placed on a ground (construction place) G for installing the solar cell panel, and two frames, a first frame 3 and a second frame 4, with different heights disposed on top of the leveling concrete 2. The first frame 3 and the second frame 4 are formed in almost rectangular shapes and include: outer shell parts 11 in almost square cylindrical shapes arranged at outer peripheral parts of the frames; frame concretes 12 filled within the outer shell parts 11; and anchor bolts 13 whose lower end sides are embedded in the frame concretes 12 and upper end sides are protruding upwardly from upper surfaces 12a of the frame concretes 12.
