PROBLEM TO BE SOLVED: To provide an apparatus for generating noise data for removing unevenness of gloss, a device for removing the unevenness of gloss and the like for removing the unevenness of the gloss of a medium having uneven pattern on the surface.

SOLUTION: A control part 11 calculates the brightness value of each pixel in a predetermined evaluation condition about an input height field 2 to generate and output noise data corresponding to the brightness value of each pixel so as to reduce unevenness of the brightness as the entire medium surface. The noise is used for the adjustment of the brightness value, for example, by fixing the size and the depth of a noise object and using the density as a variable. A noise addition table 100 in which the relation between the brightness value and the noise density before and after the noise addition is previously defined and stored in a memory 12, a target pixel value such that the brightness value of total pixels after the noise addition in a range defined by the noise addition table 100 is made even is determined and the noise density to be added to each pixel is determined from the noise addition table 100 to generate the noise data 6.
